Interstate vehicle transfer in India in 2026: use the NOC route, sell locally or wait for reform?
The current NOC route still applies
Parivahan guidance still requires the current NOC and re-registration process when a car or bike moves outside its registering authority’s jurisdiction. A March 2026 proposal could replace the origin-state NOC with automated Vahan clearance, but the available evidence does not show that this reform is in force.
Decision checklist
- Current route: verify origin and destination RTO guidance, Form 28, NOC status and applicable deadlines.
- Vehicle and dues: check RC, insurance, PUC, tax, challans, hypothecation and fitness where applicable.
- Destination cost: obtain a written tax calculation, inspection steps, number assignment and document list.
- Refund: verify eligibility, forms, proof of destination registration and the limitation period; do not assume an outcome.
- Value and tenure: compare resale value, remaining registration life and expected years in the new state.
- Reform: wait only for a final notification with a commencement date, scope and transition rules.
