The FASTag local pass will give eligible non-commercial vehicle owners living within 20 km of a National Highway fee plaza an annual option from 1 November 2026. It costs ₹1,500 a year at eligible plazas outside municipal or local town limits, and ₹3,000 a year at eligible plazas within those limits. The concession applies to one designated plaza, so it should not be read as an all-India toll pass.
What you need to know
Residence: the vehicle owner must live within 20 km of the relevant National Highway fee plaza.
Vehicle: the concession is for a non-commercial vehicle with a valid, functional FASTag.
Scope: the pass works only at the designated plaza and cannot be transferred to another plaza.
Rollout: eligible toll plazas offer it from 1 November 2026; the Rajmargyatra app route follows on 1 December 2026.
Why there are two annual prices
The annual charge depends on where the fee plaza is located. A plaza outside municipal or local town limits falls into the ₹1,500 band. A plaza within those limits falls into the ₹3,000 band. The price distinction is about the plaza's location; it does not replace the separate requirement that the owner resides within 20 km.

| Plaza location | Annual local-pass fee | Shared conditions |
|---|---|---|
| Outside municipal or local town limits | ₹1,500 | Eligible owner within 20 km; non-commercial vehicle; functional FASTag; one designated plaza |
| Within municipal or local town limits | ₹3,000 | Eligible owner within 20 km; non-commercial vehicle; functional FASTag; one designated plaza |
The annual local pass becomes available at eligible plazas on 1 November 2026, followed by availability through the Rajmargyatra app on 1 December 2026. These are separate rollout dates, rather than two different fee bands or vehicle classes.
Which roads and plazas are excluded?
The concession is unavailable on National Highways or Expressways using a closed user-fee collection system. It also will not be issued where a service road or alternative road is available for commuters. Living near a toll plaza therefore does not, on its own, establish eligibility.
A resident should confirm the specific plaza's classification and eligibility before paying. A plaza-by-plaza list and the final app application sequence have not been established here, so there is no basis to promise eligibility at a named toll point or prescribe documents that have not been announced.
What local commuters should compare before choosing
Eligible owners can choose between the existing monthly pass and the new concessional annual local pass. The useful comparison is the total cost for the period in which that person actually expects to use the designated plaza. An annual payment may suit sustained local travel, while a shorter period of use needs its own cost check.
No fixed savings figure applies to every commuter. The answer depends on the applicable monthly charge, travel pattern and eligibility. The new annual fee should also not be compared with another highway-access product as though the coverage were identical: this local pass remains tied to one plaza.
FAQs
Can I use the ₹1,500 local pass at every FASTag plaza?
No. The concession is valid only at the designated eligible fee plaza and is not transferable to other plazas.
Does the ₹3,000 band depend on where my house is?
The fee band depends on whether the plaza is within municipal or local town limits. The owner must separately satisfy the residence-within-20-km condition.
Can I apply through Rajmargyatra from 1 November?
The announced plaza rollout starts on 1 November 2026. Availability through the app begins on 1 December 2026.
Will the annual charge remain unchanged?
The Central Government may revise the rates annually, with revisions taking effect from 1 April. The current announced bands should not be treated as a permanent price guarantee.
The FASTag local pass gives eligible nearby residents another way to pay for repeated travel through their local plaza. Check the residence requirement, plaza location and exclusions first, then compare the annual cost with the monthly option for your actual commuting needs.
