Yes, Piaggio Vespa is suitable for village roads as it has ground clearance of 155mm. But you will get problem in after sale service and spare parts. Both are very expensive and bad. For the rough road condition, i recommend you Suzuki Access which holds a ground clearance of 160mm and comes equipped with 124cc 4-stroke, single cylinder, air-cooled engine which generates 8.7Bhp of power at 7000 rpm and 9.8Nm of torque at 5000 rpm. It can reach to a top speed of 92kmph and provides a combined mileage of 42kmpl. Braking system of the scooter includes drum brakes at both end.
