I'm planning to buy a bike mainly for city rides and touring. Which one should I choose among- RE Himalayan and Benelli TNT 25?

You should buy the new Royal Enfield Himalayan instead of Benelli TNT 25. The Himalayan offers excellent touring capability while adding further options of off-road adventure at any time. It uses a bigger 411 cc engine and claims the same top speed as TNT 25. It has enough torque to take over every terrain whereas the Benelli has been made mainly for street driving. Himalayan on the other hand is even more affordable at INR 1,55,500 while the other one costs INR 1,68,000.
