I can see the similarity but it's no the same. TecPac unlocks content that’s already there, whereas DLC normally includes new content.
Imagine having to pay extra to use the sprint button in a game. Doesn't feel right.

At least with DLC for game you keep it forever. It has the feeling of a rental, this subscription model.
