The Shotgun 650 by Royal Enfield is presented as a factory custom motorcycle inspired by the custom bike community. I think it finds a nice spot in between custom and production. You have the reliability and warranty of a factory bike, but far more character than a standard model. That’s a smart move by Royal Enfield.

This is a stretch to call it a 'true custom'. It is a factory bike that looks custom. For the price point, it’s a nice option if you want that bobber aesthetic without having to build one yourself.

It's a bit of both. It’s mass produced, but it’s pretty unique via the customization options. It's like a custom starter that you can add on to.

I think you call it a legit custom bike. The three variants are designed with actual custom builders in mind, and Royal Enfield worked with them to create the bike. It's not one off, however, it's much more custom than their standard models.

This is definitely a mass produced bobber style bike rather than a true custom. That's not necessarily a bad thing, though, it makes the bobber look accessible to more riders.
